The Fix: Ask What's NOT Included Before You Ask What It Costs
You get three quotes for a steel warehouse, a metal garage workshop, or a triple wide modular home. The lowest one comes in at 40% less than the highest. That looks like an insult to the expensive guys—until six weeks later when the total bill from the "cheap" option exceeds what the "expensive" one quoted in the first place.
I've watched this play out maybe a dozen times in six years. Same pattern every time, same surprise.
The Surface Problem: Quotes That Don't Match
When I audited our 2023 spending, I pulled every invoice for steel and modular building projects—roughly $180,000 flowing through that category annually. The first time we bid out a steel warehouse project, something stopped me cold: three quotes, same square footage, same portal frame, same universal i beam spec.
Vendor A: $84,000. Vendor B: $67,500. Vendor C: $51,200.
Same job. 40% spread. My gut said take C. My spreadsheet asked why.
If Quotes Are That Far Apart, They're Not the Same Project
Here's what nobody tells you upfront: when quotes diverge by more than 15%, you're not comparing the same scope. You're comparing the same description. Vendor C's quote was lower because it simply didn't include what A and B did.
I tracked where our "budget overruns" actually came from on these projects. About 68% traced back to items excluded from the original bid:
- Foundation and site prep
- Freight, especially to rural sites
- Piping and structural fabrication labor details
- Permits and engineered stamped drawings
- On-site cutting and welding of universal i beam sections
Vendor C came back at $49,800 for a $51,200 bid. Not because steel prices moved. Because the quote omitted what they called "piping and structural fabrication, site labor, and structural steel freight."
That's a 3% difference. Three percent. Not 40%.
Deeper Reason #1: I-Beam Grade and Substitution
Then there's the universal i beam. A W-shape steel beam lists at a similar price across suppliers, but the grade and fabrication standard changes real cost.
Vendor A's beams came from a domestic mill with full ASTM documentation. Vendor C's "equivalent" beams came from an overseas source with no paperwork. When I asked C for mill test reports, it took nine days and the certification didn't match the spec A had listed.
They warned me about certificates in steel procurement.
I didn't listen.
On a different project, a supplier delivered "A992 grade" beams with no heat lot traceability. When the project inspector flagged it, our structural engineer refused to sign off. The whole frame needed re-testing with ultrasonic inspection. Extra cost: $2,850. Delay: two weeks.
Our procurement policy now requires mill test reports and heat lot tracking on every structural steel order. No exceptions.
Deeper Reason #2: Design Ambiguity as a Change-Order Machine
Portal frame construction. Sounds simple. But "portal frame" can mean a dozen different design details—bracing systems, purlin spacing, whether crane beams are included, eave details.
If those details aren't nailed down in the quote, every one becomes a change order.
We had a metal garage workshop project where the design-build bid left out purlin connection details. First week in, change order for $2,300. The supplier said it "wasn't part of their design."
I calculated the risk on being more specific upfront. The upside was avoiding unknown extras. The risk was paying 4% more for a scope that might not need all those line items. I kept asking myself: is $3,000 in pre-committed scope worth potentially saving $15,000 in change orders?
Turns out, yes. Every time.
What It Costs You to Ignore This
Here's where you end up:
- Schedule slips. Your triple wide modular home sits on a chassis waiting for fabricated parts that arrive late because they were "add-ons."
- Redos. Structural members that don't fit because the fabrication shop worked from a different drawing revision.
- Insurance headaches. Unsigned steel certifications can void your builder's risk coverage during construction.
- Relationship damage. Your client doesn't blame the subcontractor—they blame you.
In 2022, we ate a $22,000 redo when a steel connector order didn't match the piping it was supposed to interface with. The supplier's "discount" pushed our effective cost per unit up 12% over the higher quote we'd rejected.
I only believed the TCO math after ignoring it once. That $22K taught me more than any spreadsheet.
The Fix: Ask What's NOT Included Before You Ask What It Costs
I changed our process. Now every RFQ goes out with a four-page cost breakdown template. We require every supplier to fill it out—line by line, from foundation to final bolt torque.
"I've learned to ask 'what's not included' before 'what's the price.'"
The vendor who lists all fees upfront—even if the total looks higher—usually costs less in the end. Not out of charity. Out of self-awareness.
Bottom line: demand a complete cost picture. Push back at the red flag of a bid that can't explain its own number. The transparent bid is usually the cheaper one.
When that happens, steel building procurement stops being a gamble and becomes simple arithmetic.
